Mathews Drive Roadway Widening
& Pathway Project Progression

What happened the week of June 30th, 2008

  • The surface course of asphalt was paved on the US 278 portion of the project and some of Mathews Drive (from US 278 to Mathews Court).  This work consisted of milling existing pavement to match curb grades and eradicate rutted areas, adding leveling pavement in some areas and paving a surface course of asphalt.  The paving work was done at night, with minimal disruption to traffic.
  • Work continued on the concrete curb along the center medians.
  • The concrete curbing and oyster shell concrete truck apron was completed at the roundabout.
  • All of the asphalt pathways were paved last week.
  • Construction continued on the new wood / cable handrails along the pathways – contractor is awaiting delivery of the steel cable.
  • Traffic control and Erosion control devices were maintained.
  • The new drives connecting Mathews Drive to Mathews Court and Pineland Station, across from the Wachovia driveway, are open to traffic. 
  • The Hilton Head PSD, and their contractors, have completed the installation of a new sewer liner down Mathews Drive and Oak Park Drive.
  • Rea Contracting continued their work on the new driveway into Woodlake Villas, paving the final course of asphalt.  REA Contracting is doing this work as a private project for Woodlake Villas; The town project ends at the road right of way.

What happened the week of June 23rd, 2008

  • The concrete curb work on the center medians was completed.
  • The concrete curbing around the roundabout was installed, as was part of the concrete truck apron behind the rollover curbing.
  • Crews continued preparing grades for the pathways and installing the stone base.
  • Construction continued on the new wood / cable handrails along the pathways – contractor is awaiting delivery of the steel cable.
  • Traffic control and Erosion control devices were maintained.
  • The new drives connecting Mathews Drive to Mathews Court and Pineland Station, across from the Wachovia driveway, are open to traffic. 
  • The Hilton Head PSD, and their contractors, have completed the installation of a new sewer liner down Mathews Drive and Oak Park Drive.

  • APAC crews continued grading and earth work, preparing grades for the pathways and curb and gutter. 
  • Concrete curbing was installed/repaired at various locations.
  • Concrete sidewalk was completed from Marshland Road to Island Drive, near the roundabout at Woodlake Villas, and near YANA and Oak Park Drive. 
  • Construction continued on the new wood / cable handrails along the pathways.
  • Traffic control and Erosion control devices were maintained.
  • The new drives connecting Mathews Drive to Mathews Court and Pineland Station, across from the Wachovia driveway, are open to traffic. 
  • The Hilton Head PSD, and their contractors, have completed the installation of a new sewer liner down Mathews Drive and Oak Park Drive.
  • Rea Contracting has installed stone base and the lane shift for the new driveway into Woodlake Villas, and APAC has installed concrete curbing based on the new alignment.  REA Contracting is doing this work as a private project for Woodlake Villas; APAC’s work ends at the road right of way

What happened the week of May 26th, 2008

  • The center medians were milled; that is a milling machine was used to remove the pavement and base material and leave dirt areas for future landscaping.   
  • Asphalt base for the widening and leveling over the existing asphalt has been laid on Mathews Drive.  All traffic was shifted to the outside lanes and routed through the roundabout configured at the Woodlake Villas / Bi-Lo intersection.  Work continued on driveway and side street tie-ins were paved last week Pavement has been laid, except for the surface course, on the southbound lane and temporary striping and signage is being installed. 
  • The new drives connecting Mathews Drive to Mathews Court and Pineland Station, across from the Wachovia driveway, are open to traffic. 
  • APAC crews continued grading and earth work, preparing grades for the pathways and curb and gutter.

What happened the week of May 12th, 2008

  • Asphalt paving continued last week, through Saturday.  Asphalt base for the widening and leveling over the existing asphalt was laid last week along Mathews Drive. Several driveway and side street tie-ins were paved last week.  Pavement has been laid, except for the surface course, on the southbound lane and temporary striping and signage has been installed. 
  • The new drives connecting Mathews Drive to Mathews Court and Pineland Station, across from the Wachovia driveway, were installed and opened to traffic. 
  • APAC crews continued grading and earth work, preparing grades for the pathways and curb and gutter. 
  • Block retaining walls were installed at the US 278 culvert near Pizza Hut.
  • Concrete curbing was tied into catch basins, driveways, and streets via hand work.  
  • Traffic control and Erosion control devices were maintained.
  • The Hilton Head PSD, and their contractors, have installed sewer bypasses, adjusted manholes, cleaned the sewer lines and began work on the installation of a sewer liner down Mathews Drive.  The sewer lining has been installed from US 278 to Oak Park Drive and Island Drive to Power Alley.
  • Rea Contracting begin clearing trees on the Woodlake Villas driveway as part of a private project.

What happened the week of May 5th, 2008

  • Asphalt paving began last week.  Initial paving including base for the widening and leveling over the existing asphalt along Mathews Drive and asphalt base on the new drives from Mathews Drive, connecting Mathews Court and Pineland Station. 
  • Concrete curb and gutter was placed along Mathews Drive and the US 278 intersection.
  • The ancillary pipe and junctions were installed for the hydro-dynamic separator water quality device which was installed at the corner of Mathews Drive and Island Drive.  The site around the water quality device was graded to blend with surrounding topography.
  • APAC crews continued grading and earth work, preparing grades for the pathways and curb and gutter. 
  • Asphalt base was installed on the new drives connecting Mathews Court to Pineland Station and Mathews Drive, across from Wachovia.
  • The road shoulders of Mathews Drive were milled as grading and preparation for the base of the road widening.
  • Work continued on the adjustment of the storm drainage structures along Mathews Drive and US 278
  • Block retaining walls were installed at Midas Mufflers and at US 278 near Pizza Hut.
  • Concrete curbing was tied into catch basins, driveways, and streets via hand work.  
  • Traffic control and Erosion control devices were maintained.
  • The Hilton Head PSD, and their contractors, have installed sewer bypasses, adjusted manholes, cleaned the sewer lines and began work on the installation of a sewer liner down Mathews Drive.  The sewer lining has been installed from US 278 to Oak Park Drive.  

What happened the week of April 21st, 2008

  • Concrete curb and gutter was placed in segments along eastern side of Mathews Drive.
  • A hydro-dynamic separator type of water quality device was installed at the corner of Mathews Drive and Island Drive.  This installation required a large crane and tractor trailers to offload the devices. 
  • APAC crews continued grading and earth work, preparing grades for the pathways and curb and gutter. 
  • Work continued on the installation and adjustment of the storm drainage pipes and structures along Mathews Drive and US 278
  • Block retaining walls were installed at the ponds near Mathews Court.
  • The new concrete curbing was tied into catch basins, driveways, and streets via hand work.  
  • Traffic control and Erosion control devices were maintained.
  • The HH PSD contractor installed sewer bypasses, adjusted manholes and cleaned the sewer lines in preparation for new pipe liners.

What happened the week of March 24th, 2008

  • Concrete curb and gutter was placed along US 278, from Plaza Drive at McDonald’s, to the Mathews intersection at Wachovia.
  •  APAC crews continued grading and earth work, preparing grades for the pathways and curb and gutter.  This work was mostly done in the vicinity of Wachovia and McDonald’s and continued down the east side (Bi-Lo side) of Mathews Drive. 
  • Work continued on the installation and adjustment of the storm drainage pipes and structures along Mathews, at Oak Park Drive, at Bi-Lo, at Wachovia and near CVS.
  • Conduit sleeves for future pathway lighting were installed across Mathews Drive at key locations to tie into existing power transformers.  This work will be done near Greens Road and Mathews Court / Bi-Lo.
  • Block retaining walls were installed at the ponds near Mathews Court.
  • Power Alley is an SCDOT maintained road that was resurfaced with a new layer of asphalt.  This is a separate project being administered by the state; however APAC is the contractor doing the work.
  • The new concrete curbing was tied into catch basins, driveways, and streets via hand work.  
  • APAC grading crews continued earthwork and grading throughout the job, preparing grades for the pathways and curb and gutter. 
  • Work continued on the installation of the storm drainage pipes and structures along the Mathews, from Wachovia towards Mathews Court and Bi-Lo. 
  • Drainage structures / top elevations were adjusted. 
  • Traffic control and Erosion control devices were maintained.

What happened the week of March 17th, 2008

  • The new curbing was tied into catch basins, driveways, and streets via hand work this week, from Island Drive to Heron Lakes.  
  • APAC grading crews continued earthwork and grading throughout the job, preparing grades for the pathways and curb and gutter. 
  • Catch basins were installed along the east side of Mathews from Thompson Street to Oak Park Drive (near Midas Mufflers).  Other ancillary drainage work was done along US 278.
  • Work continued on the installation of the storm drainage pipes and structures along the Mathews, from Wachovia towards Mathews Court and Bi-Lo. 
  • Road cuts for pipe crossings near Bi-Lo and Mathews Court were patched with asphalt.
  • Drainage structures / top elevations were adjusted. 
  • The block end walls were installed at Island Drive
  • Traffic control and Erosion control devices were maintained.

What happened the week of March 10th, 2008

  • The new curbing was tied into catch basins, driveways, and streets via hand work this week, from Island Drive to Heron Lakes.  
  • APAC grading crews continued earthwork and grading throughout the job, preparing grades for the pathways and curb and gutter. 
  • Work continued on the installation of the storm drainage pipes and structures along the Mathews, from Wachovia towards Mathews Court and Bi-Lo.  Lateral storm drainage systems were tied into the new drainage system.
  • Pipe crossings were installed at Bi-Lo / Mathews Court.
  • The Town had the Beaufort County Storm Water Utility removed sediments and debris from lateral drainage systems along the project. 
  • Drainage structure / top elevations were adjusted. 
  • The block end walls were completed at Marshland Drive
  • The old 6-inch water line was capped off, and the new 12-inch water line is fully functional
  • The HH PSD and their contractor have completed tying in small service laterals and relocating water meters to make way for the grading contractor.
  • Traffic control and Erosion control devices were maintained.

What happened the week of March 3rd, 2008

  • APAC grading crews continued earthwork and grading throughout the job, preparing grades for the pathways and curb and gutter. 
  • Concrete curb and gutter was placed from Island Drive to Heron Lakes. 
  • The 8x4 culvert was completed through Plaza Drive (near Pizza Hut) and along the Wachovia frontage.
  • Work continued on the installation of storm drainage pipes and structures along the Mathews, from Wachovia towards CVS.
  • A storm culvert was placed across Mathews near Wachovia and Mathews Court Monday and the road was patched. 
  • The end of the culvert under Plaza Drive (at Pizza Hut) was installed.
  • Drainage structure elevations were adjusted. 
  • Asphalt patches were installed across Mathews.
  • The HH PSD and their contractor continued tying in small service laterals and relocating water meters to make way for the grading contractor.
  • Traffic control and Erosion control devices were maintained.

What happened the week of February 23, 2008

  • Work continued on grading the eastern side of the road from Island Drive to Shrimp Lane and the western side from Thompson Street to Palmetto Electric.
  • New 8’x4’ storm drainage box culvert was installed along Mathews Drive, in front of Wachovia.  This system is being piped to accommodate storm water runoff, as well the right turn lane and multi-use pathway.
  • Drainage structure elevations were adjusted and tops were set on catch basins. 
  • The HH PSD and their contractor continued tying in small service laterals and relocating water meters to make way for the grading contractor.
  • The Town’s project team met with Woodlake Villas and their designers, to coordinate pending improvements to the development’s entrance.
  • Traffic control and Erosion control devices were maintained.

What happened the week of February 17, 2008

  • Work began on grading the eastern side of the road from Island Drive to Greens Road.
  • New 8’x4’ storm drainage box culvert was installed around the corner of Mathews Drive and US 278, in front of Wachovia.  This system is being piped to accommodate storm water runoff, as well as a new acceleration / right turn lane and multi-use pathway.
  • Conduit sleeves for future pathway lighting were installed across Mathews Drive near Shrimp Lane to tie into existing power transformers. 
  • Storm drainage pipe and structures crossing Mathews Drive were installed from Cooperative Way up to Oak Park Drive. 
  • Drainage structure elevations were adjusted and tops were set on catch basins. 
  • Guy wires supporting the traffic signal poles at US 278 were relocated to allow the installation of the new storm drainage culvert.
  • Traffic control and Erosion control devices were maintained.

What happened the week of Febrary 4, 2008

  • Traffic signal loops and guy wires which had been moved or cut during the culvert installation were re-connected at the US 278 / Dillon Road traffic signal.
  • New storm drainage box culvert was installed in the existing drainage channel in front of McDonald’s. 
  • Storm drainage pipe and structures were installed along the western side of Mathews Drive, near Shrimp Lane and Heron Lakes.  
  • Work continued on the 12-inch water main being installed along the eastern side of Mathews, from Island Drive to the Wachovia driveway.  Work was almost completed on this new system, the lines had to be chlorinated and tested, connections to laterals and service lines must be tied in. 
  • Traffic control and Erosion control devices were maintained.

What happened the week of January 28, 2008

  • US 278 CULVERT CROSSING - Beginning on Sunday evening, January 27, at approximately 5:00 PM, work began on installing a new storm culvert across Us 278, near Dillon Road.  Approximately 148 linear feet of 6’x3’ box culvert was installed under 6-plus lanes of US 278.  This was night time work (lane closures were allowed only from 7:00 PM to 7:00 AM) and was completed by late Thursday evening.  At least one through lane of traffic was maintained at all times.  The first two nights, work was done on the west bound (off-island) lanes.  Tuesday and Wednesday, work was done on the east bound (on-island) lanes.  Steel plates were placed over the road cuts which were necessary for pipe installation.  Flowable fill (low-strength concrete without aggregate) was placed in the road cut each morning before the plates were placed.  Each following night, the top layer of flowable fill was removed and an asphalt patch was paved over the cut area.  Utilities were located and surveyed prior to digging and utility personnel were on-site during construction to help prevent any disruptions to service.  In order to comprehend the magnitude of the coordination effort that had to occur in order to make this culvert crossing successful, below is a list of utility conflicts that had to be resolved, and we are thankful to say that the contractor and utility companies did an excellent job and there were no traffic incidents, no accidental line cuts or disruption to utility service :
  • On the west bound (off-island) side of 278:
    • Avoided two PECI 750 primary lines 
    • PSD Lowered PSD 12” water main  
    • PSD Lowered PSD 12” sewer force main  
    • PSD Lowered PSD 16” reclaimed water line
    • Raised Hargray 1800pr
    • Raised Hargray 96 f/o  
    • Raised Hargray 600pr
    • Raised TWC 96 count
    • Raised TWC 144 count
  • On the east bound (on-island) side of 278:
    • Raised Hargray 200pr
    • Raised Hargray 12 f/o
    • PECI 1/0 cable on the 2:1 slope

  • The Water and sewer lines were relocated along the eastern side of US 278 near Dillon Road.  The Hilton Head PSD’s contractor (BRW) performed this work.  A portion of the right turn lane onto Dillon Road was shut down during this construction and the multi-use pathway was also closed.
  • A new storm drainage box culvert was installed under Plaza Drive [the driveway into Port Royal Plaza (Sam’s Club)] and in the existing drainage channel in front of McDonald’s.  This work was done at night (7:00 PM to 7:00 AM).
  • Strom drainage pipe and structures were installed along the western side of Mathews Drive, near Shrimp Lane and Heron Lakes. 
  • Work continued on the 12-inch water main being installed along the eastern side of Mathews, from Island Drive to the Wachovia driveway.  Work was almost completed on this new system, the lines have been chlorinated and tested, but connections to laterals and service lines must be tied in. 
  • Traffic control and Erosion control devices were maintained.

What happened the week of January 21, 2008

  • Water and sewer lines were relocated along the eastern side of US 278 near Dillon Road.  The Hilton Head PSD’s contractor (BRW) performing this work.  A portion of the right turn lane onto Dillon Road will be shut down during this construction and the multi-use pathway will also be closed. These utilities must be relocated to allow for the installation of a proposed storm drainage culvert under US 278.  This work will be completed this week with minimal disruption to service.
  • A new storm drainage box culvert was installed under Plaza Drive [the driveway into Port Royal Plaza (Sam’s Club) from US 278] and along the existing drainage channel in front of McDonald’s.  This work was done at night (7:00 PM to 7:00 AM).
  • Strom drainage pipe and structures were installed along the western side of Mathews Drive, near Shrimp Lane and Heron Lakes. 
  • Work continued on the 12-inch water main being installed along the eastern side of Mathews, from Island Drive to the Wachovia driveway.  Work was almost completed on this new system, the lines have been chlorinated and tested, but connections to laterals and service lines must be tied in. 
  • Traffic control and Erosion control devices were maintained.
  • Work was completed on the timber pedestrian bridges at Mathews Court.

What happened the week of January 14, 2008

  • Strom drainage pipe and structures were installed along the western side of Mathews Drive, near Shrimp Lane.
  • Strom drainage pipe and structures were installed Mathews Drive and US 278 near the Kangaroo Express gas station and near IHOP.
  • Work continued on the 12-inch water main being installed along the eastern side of Mathews, from Island Drive to the Wachovia driveway.  Work was almost completed, but the lines must still be chlorinated and tested. 
  • A sewer line was relocated along the eastern side of US 278 near Dillon Road.  The Hilton Head PSD’s contractor is performing this work.  A portion of the right turn lane onto Dillon Road was shut down during this construction and the multi-use pathway was also closed. These utilities must be relocated to allow for the installation of a proposed storm drainage culvert under US 278.
  • Rip rap (armoring stone) was added to the culverts at Island Drive and Marshland Road.
  • Traffic control and Erosion control devices were maintained.
  • Work was completed on the timber pedestrian bridges at Mathews Court.
  • A new cable-post railing system matching that of the pedestrian bridges was installed at the culvert headwall on Mathews Drive (near the Folly Field end) at the headwaters of Broad Creek

What happened the week of January 7, 2008

  • Strom drainage pipe and structures were installed along the western side of Mathews Drive, from Greens Road to Oak Park Drive. 
  • Strom drainage pipe and structures were installed Mathews Drive and US 278 near the Kangaroo Express gas station and convenient store. The pathway along US 278 was closed temporarily during the construction of this storm drainage system.
  • Work continued on the 12-inch water main being installed along the eastern side of Mathews, from Island Drive to the Wachovia driveway.  Work was almost completed, but the lines must still be chlorinated and tested. 
  • Prep work will be done for wet utility relocations on US 278, near Dillon Road.
  • Traffic control and Erosion control devices were maintained.
  • Work was completed on the pedestrian bridges at Mathews Court.

What happened the week of December 17, 2007

  • A 6’x3’ box culvert was installed under Island Drive.
  • Strom drainage pipe and structures were installed along the western side of Mathews Drive, from Woodlake Villas towards Heron Lakes. 
  • A 16-inch sanitary sewer force main had to be relocated at the intersection of Island Drive and Mathews Drive.  Most of this work was done at night to avoid traffic and utility impacts. 
  • Work continued on the 12-inch water main being installed along the eastern side of Mathews, from Island Drive to the Wachovia driveway. 
  • Palmetto Electric has completed their work to lower the overhead power along US 278 will be installed underground (from Mathews Drive to Union Cemetery Road). 
  • Traffic control and Erosion control devices were maintained.
  • Work continued on the deck and railing of the pedestrian bridges at Mathews Court.
  • Materials for the bridges were stolen over the Thanksgiving weekend.  If anyone has any information regarding this, please contact the Beaufort County Sheriff’s Office.
What happened the week of December 10, 2007

  • Strom drainage pipe and structures were installed along the western side of Mathews Drive, from Woodlake Villas towards Heron Lakes. 
  • A 16-inch sanitary sewer force main had to be relocated at the intersection of Island Drive and Mathews Drive.  Most of this work was done at night to avoid traffic and utility impacts. 
  • A 12-inch water main has been installed along the eastern side of Mathews, from Island Drive to the Wachovia driveway.  This line was tested but will not be tied into the system until after the holidays.  The existing 6-inch water line is being abandoned to make way for the proposed storm drainage system.  This work is being coordinated with the HH PSD and is almost complete.   The contractor has made good progress and is ahead of schedule.
  • A new water line was installed across Mathews at Greens Road and at Shrimp Lane.
  • Block endwalls were built at the Marshland Road culvert.
  • Road and driveway cuts made for drainage and utility installation were paved with asphalt.

What happened the week of December 3, 2007

  • 6’x3’ reinforced concrete box culvert was installed along the western side of Mathews Drive from Island Drive to Greens Road. 
  • Work continued on the 12-inch water main, being constructed along the eastern side of Mathews, from Island Drive to the Wachovia driveway.  A segment of the new pipe had to be directionally drilled under the live oaks at YANA and under Oak Park Drive to avoid cutting the road, the roots of the trees and to avoid other utilities.  The existing water line is being abandoned to make way for the proposed storm drainage system.  This work is being coordinated with the HH PSD.  The water line feeding Island Drive also had to be relocated to accommodate the proposed storm drainage box culvert.  
  • Roadbed preparations began on the new driveway in this area.
  • HHPSD worked on relocating and tying in waste lines to the sewer trunk line.

What happened the week of November 26, 2007

  • The contractor installed a 6’x3’ box culvert, underneath Marshland Road, near the intersection with Mathew Drive.  A 10” sewer force main had to be relocated under the new box culvert.  Traffic was managed via flaggers and control devices.
  • Work continued on the 12-inch water main, being constructed along the eastern side of Mathews, from Island Drive to the CVS / Wachovia driveway.  The existing water line is being abandoned to make way for the proposed storm drainage system.  This work is being coordinated with the HH PSD and is expected to take 4 – 6 weeks to complete. What happened the week of September 17, 2007

  • Project kickoff meeting was held with the contractor and utilities
  • Traffic control devices were installed
  • Erosion control devices were installed
  • Construction staking began
  • Bridge pilings were installed for the pathway boardwalks in front of Mathews Court

What happened prior to construction (before September 17, 2007)

Prior to issuing the notice to proceed to on the roadway construction, the utility conflicts along the construction corridor were addressed.  As the initial phase of construction, the Town worked with Palmetto Electric, Hargray Telephone, Time-Warner Cable and the Hilton Head Public Service District to move all utilities in conflict with the proposed roadway construction.  Most of the conflicts were with the extensive storm drainage infrastructure to be installed.  This utility began on May 1 and ended late July.  The Town coordinated this work and assisted the utilities companies in an effort to minimize conflicts, change orders and delays during construction of the road widening and pathway infrastructure.  Also during this time, the overhead power lines were and installed underground along this corridor.  This work was to be done as part of the Town’s franchise agreement with Palmetto Electric, but was done earlier than scheduled to facilitate the road construction.
