Manufactured Housing Information

Placement Approval

Visit the Planning Department to determine what you will need to obtain a Town approval for placement of the manufactured home. You can review the instructions on line at http://www.hiltonheadislandsc.gov/Depts/plng/planmain.html

You will need the Town approval in order to register the home with Beaufort County and to obtain a permit from the Town’s Building and Fire Codes Department.

Wind Zone 2 Requirements

When you purchase a manufactured home, whether it is new or used, you must make certain that the home meets the Wind Zone 2 specifications. Only homes that meet the Wind Zone 2 specifications can be located (or relocated) on Hilton Head Island.

Look inside the electrical panel box in the home for the label or data sheet. This sheet has information about the home including the wind zone information. If the home is new, the dealer will provide you with certification that the home is a wind zone 2 unit.

Habitability Requirements

The State of South Carolina has established minimum habitability standards for used manufactured homes and forbids dealers or individuals from selling homes for the purpose of living, sleeping, cooking or eating therein, which do not meet the minimum standards (Section 19-425-43).

Installation

The home must be installed according to manufacturer instructions. The instruction manual must be available in the unit for building department inspection. If you do not have the instructions, the home must be installed according to state requirements.

Licensed Installers

Manufactured home installers are licensed by the State of South Carolina. Check that the installer for your home has the proper license. The installer’s work must be in compliance with applicable federal and state regulations. He will provide you with a Certificate of Completion” after he has installed the home.

 

□ Wind Zone certification

Manufactured homes located on Hilton Head Island must meet Wind Zone 2 specifications. You must present proof that the home is labeled Wind Zone 2 in order to bring a home onto the island or to move a home from one location to another on the island.

□Septic

If the home is serviced by a septic system you need a copy of the septic tank approval signed at the bottom as completed. :

□Sewer

If the home is serviced by sewer, you need a Letter of Service from the PSD

□Water

Letter of service from PSD

□HVAC Certificate

 

The HVAC unit must be installed by a licensed mechanical contractor and elevated to meet flood requirements. A Mechanical Certificate is required from the mechanical contractor.

□Electrical Certificate

A licensed electrician is required to install the electrical service. A Mechanical Certificate is required from the electrical contractor

□Flood Elevation Certificate

If the home is located in a flood hazard zone, you are required to provide a flood elevation certificate

□Town of Hilton Head Placement Approval

The placement approval is obtained from the Planning Department

□County License for Manufactured Home

The BeaufortCounty License is issued to you when you register your home with the county.

□Drawings

Additional plans are required for permanent foundations and site built items such as stairs and landings and must comply with the International Residential Code.

□Manufacturer Instructions

A copy of the Manufacturer Instructions must be available in the unit upon inspection. If not available, the installation must comply with State of SC installation regulations.
