Building permit fees are based on a comparison
of the declared value of construction and the minimum value of construction
as outlined Building Valuation Data as published by the International Code Council. The fee is calculated using the higher of the two
compared figures.
Impact
Fees
Impact fees are due before a building permit
will be issued for both residential and commercial construction. There
are two types of Impact Fees. One is a Beaufort County fee and the other
is a Town of Hilton Head Island fee.
The Beaufort County fee which is applicable
in the Town of Hilton Head Island is composed of three charges: parks,
roads and libraries. All three fees are applied to building permits for
residential units including single family, manufactured homes, multi-family
and duplex construction. Park and library fees are standard amounts; however road fees change based on the use. For example, a single family unit is charged $627 for parks, $468 for libraries and $1,134 for roads whereas a multifamily apartment unit is charged $627 for parks, $468 for libraries and $792 for roads. Only road fees apply to commercial construction and are assessed according to a separate schedule.
The Town of Hilton Head assesses a Transportation
Impact Fee on all new development. Transportation impact fees are used
to finance qualifying transportation improvements. Transportation impact
fees for development are based on land use category and the number of
trips generated by that particular use.
The fee required for single family residential
construction, the fee is $635 for structures under 1,500 square feet
of total construction (heated and unheated space combined). Structures
over 1,500 square feet of heated and unheated space are charged a fee
of $816. Manufactured housing is accessed a flat fee of $410 per unit.
