Facilities Managment and Fire & Rescue Training Center
IFB 2008-6

The Town of Hilton Head Island, SC is soliciting sealed bids from qualified bidders for the construction of Facilities Management & Fire Training Center, located at 12 Gateway Circle, Hilton Head Island, South Carolina.  Approved plans have already been developed and will be used as the primary basis for bidding.

Sealed bids are due by 2:00 PM on 29 May 2008. A public bid opening will be conducted that same day starting at 2:05 PM. Sealed bids should be hand carried or delivered by traceable means to the receptionist at One Town Center Court, Hilton Head Island SC 29928. All bids should be clearly marked on the outside with the following:  “IFB 2008-6 Facilities Management & Fire Training Center attn: Mr. Tom Fultz , Director of Administrative Services
             
Bids will be received for:            Single Prime Contracts
(Single Prime Bids for the General Construction which includes Plumbing, Mechanical, and Electrical Construction.  Once the Contract is executed, all building trades will be administered by the General Contractor.)

There will be a mandatory pre-bid conference at 2:00 PM on 15  May, 2008 at Town of Hilton Head Island Fire and Rescue Division Headquarters at 40 Summit Drive Hilton Head Island, SC  29926. Bids will only be accepted by bidders attending that conference. 

The refundable deposit to Prime Bidders for a complete set of plans and specifications will be $300.00 (limit of 2 sets at $300.00 each) in either cash, check or money order made payable to Stewart-Cooper-Newell-Architects, P.A., 719 East Second Avenue, Gastonia, North Carolina, 28054, (Ph: 704/865-6311, Fx: 704/865-0046).  After receipt of the plan deposit by Stewart-Cooper-Newell-Architects, Bidders may obtain bidding documents, drawings, and specifications by either picking them up from DPI Savannah Blueprint, 200 Plantation Center, Hilton Head Island S.C., (843/377-686-6663), ATTN: George Martin or Jennifer Wiggins or having them shipped.  Shipping and handling of plans (paid for by Architects) to Bidders by DPI Savannah Blueprint will be by UPS or FED-X Ground Service.  Any special shipping and handling requests by the Bidders other than Ground Service will be at the expense of the bidders. 

NOTE!  THE PLAN DEPOSIT MUST BE RECEIVED BY STEWART-COOPER-NEWELL-ARCHITECTS BEFORE STEWART-COOPER-NEWELL WILL NOTIFY DPI SAVANNAH BLUEPRINT TO RELEASE ANY PLANS TO BIDDERS. 

Sub-Bidders and Material Suppliers may obtain full sets of drawings and specifications at a cost of $200.00/per set (NON-REFUNDABLE) payable to Stewart-Cooper-Newell-Architects, P.A., 719 East Second Avenue, Gastonia, North Carolina,  28054, (Ph:  704/865/6311, Fax:  704/865/0046) or individual sheets of drawings upon $1.50 per sheet (24 x 36) or $0.10 per individual Impression of the Specifications purchased from and payable directly to DPI Savannah Blueprint.  CHARGES FOR THESE ARE NON-REFUNDABLE AND ALL SHIPPING AND HANDLING CHARGES WILL BE C.O.D. UNLESS REQUESTED OTHERWISE BY THE SUB-BIDDERS & MATERIAL SUPPLIERS.

The full deposit will be returned to those who submit a bona fide bid and returns the drawings and  specifications in good usable condition within ten (10) days after the date set for opening of bids, or returns them at least five (5) days before with a notice they do not intend to bid.  If a bona fide bid is not submitted and documents are returned in good condition between five (5) days before, and ten (10) days after the date set for opening of bids, the deposit will be refunded less the cost of reproduction.  After ten (10) days, the Bidder's deposit will be forfeited.

Bids must be on the standard forms provided by the Architects and must be marked to identify the Project Name, Bidder's Name, Address, Phone Number and Bidder’s Group No., Bidder’s Classification, Contractor’s License No. and Type of Work.

Each bid shall be accompanied by a certified check drawn on some bank or trust company insured by the Federal Deposit Insurance Corporation or a bid bond in the amount of equal to 5% of the total bid.  The certified check or bid bond will be retained if the successful Bidder fails to execute the contract within ten (10) days after the award or fails to give satisfactory surety as required by the Contract Documents. 

A Performance Bond and Labor and Material Payment Bond in the amount of 100% of the Contract Sum will be required for this project.  All Bonds must be executed in accordance with and conditioned as prescribed by the Laws of the State of South Carolina. 
 
No Bidder may withdraw his Bid within ninety 90 days after the opening thereof.

The Town reserves the right to refuse any and all bids and to waive any technicalities and formalities.

The Town Manager may terminate this contract in whole or part at any time for the convenience of the Town. If the contract is terminated for convenience, the Town will pay the contractor for costs incurred to that date of termination.

The Town reserves the right to accept or reject any and all bids received as a result of this invitation for bids or to negotiate with all qualified bidders, or to cancel in part or in its entirety this invitation for bids if it is in the best interest of the Town.

The Town does not discriminate on the basis of race, color, national origin, sex, religion, age or disability in employment or in the provision of goods and services.

Any Bidder qualified for the “LOCAL VENDOR PREFERENCE” should fill out a certification statement and include it with Bid Form in order to be considered for this preference.  Certification forms are available on the Town’s website at www.hiltonheadislandsc.gov or can be obtained by contacting Tom Fultz at 341-4600.  If certification has previously been confirmed, please include a copy of the certified form with the bid/proposal.

The requirements of The Code Of Laws Of South Carolina, “An Act To Regulate The Practice Of General And Mechanical Contracting In South Carolina (1997)”, Chapter 11, Title 40, Section 40-11-S through Section 40-11-430 and The Rules And Regulations Of The South Carolina Licensing Board For Contractors, Chapter 29, Articles 1, 2, 3, 4, 29-1 through 29-19, will be strictly enforced.

All Contractors and Subcontractors must be properly licensed in the Group, Classification, and/or Sub Classification as required by the South Carolina Licensing Board For Contractors.  Bids will not be accepted from improperly licensed or unlicensed Contractors and/or Subcontractors.

All Non-Resident Contractors will be required to comply with Part Two, Act No. 855, Acts Of The General Assembly Of South Carolina, 1958, withholding for non-residents.
