2008 Annual Traffic Counts Contract

Legal Notice

1.  Sealed bids for the 2008 Annual Traffic Counts Project being undertaken for the Town of Hilton Head Island, South Carolina will be received by the Town of Hilton Head Island at Town Hall until 2:00 p.m. on Tuesday, May 13th, 2008, at which time they will be publicly opened in conference room four.  Sealed bids should be hand carried or delivered by traceable means to the receptionist at One Town Center Court, Hilton Head Island, SC  29928-2701.  All bids must be clearly marked “2008 Annual Traffic Counts Project – IFB#2008-07” on the outside. 

2.  The project consists of the following generally described work:  Collect turning movement and combined pedestrian/bicycle volume data for two morning peak volume hours and two afternoon peak volume hours at each of twenty-two (22) signalized intersections.  Collect bi-directional twenty-four hour machine counts at ten (10) locations identified by the Town.  Twenty-four hour data for each of the ten machine-count locations will be provided for each calendar day during which the manual signalized intersection counts are being conducted.

4.  Any bidder who qualifies for consideration under the Town’s Local Vendor Preference Program should include a copy of their certification form with their bid.  Questions regarding this program should be directed to Tom Fultz, Operations Manager at 341-4600 or log on to the Town’s website at www.hiltonheadislandsc.gov

5.  Bids shall be accompanied by a bid bond by a surety company licensed in South Carolina or certified cashier’s check in an amount not less than 10 (ten) % of the base bid. 

6.  The Town reserves the right to accept or reject any or all bids received as a result of this invitation for bids, and to waive any technicalities and formalities.  The Town reserves the right to negotiate with all qualified bidders, or to cancel in part or in its entirety this invitation for bids if it is in the best interest of the Town to do so. 

6.  This solicitation does not commit the Town to award a contract or to pay for any costs incurred in the preparation of your bid; or to procure or contract for any articles of goods or services.

7.  Bids must be signed by an official of the company submitting a bid that is authorized to bind the bidder, and shall contain a statement that the bid is good for a period of at least sixty (60) days from the date of the bid opening.
