EXECUTIVE SUMMARY

Purpose

The Transportation Plan is an element of the Comprehensive Plan, and it is intended to be a general guide for the community's transportation system growth and development. At the forefront of this plan is the desire to reflect the community's need for a safe, functional, and convenient transportation system.

This plan recommends transportation and multi-use pathway improvements from current needs to 'buildout'. The term 'buildout' is used to describe the point in time at which all currently approved development, and all projected development approvals, are completed according to existing zoning laws and approved density requirements. The Transportation Plan recommends transportation policies that encourage appropriate land use development, facilitate mobility, reduce infrastructure costs, preserve environmentally sensitive lands, and enhance the aesthetic quality and economic viability of existing neighborhoods and communities, within the existing framework of the Comprehensive Plan.

This revised transportation plan includes a new 2000 Thoroughfare Plan, which describes and recommends transportation improvement projects. The new thoroughfare plan also states new goals and policies that promote a multi-modal, safe, and efficient transportation system for the Island.
