Redevelopment
Strategies
Chaplin
/ Mathews
Policies:
- Work with Hilton
Head No. 1 PSD and property owners to extend sewer service to areas
currently dependent on individual septic systems, providing the necessary
TIF funding in a manner as approved by Town Council. Scheduling of sewer
construction should be coordinated with road or pathway construction.
- Provide lighting
along public pathways and at signalized intersections which is designed
to illuminate the pathway or intersection without producing excess light,
to improve pedestrian safety of these facilities and encourage use after
dark, especially in areas frequented by tourists.
- Allow specific
secondary roadways to be designated for on street parking to alleviate
shortages created from the reconstruction of Mathews Drive on existing
parking spaces which are located in the road right-of-way.

installing a sewer line. Expansion of the sewer system is crucial
to the redevelopment of some areas within the Chaplin/Mathews area. |

|
| Pathway
lighting can be done in a manner which will illuminate the pathway
but not cause glare on adjacent properties or adjacent roads.
There are many different designs of bollards than can be utilized. |

Providing on-street
parking on side streets can be a mechanism to increase parking in
areas which will be impacted by road improvement projects, such
as along Mathews Drive between Oak Park Lane and Power Alley.
|
|
While
some of these side streets are already used for parking, formalizing
the parking and the streetscape can improve conditions and encourage
redevelopment.
