2.1 Construct a landscaped median on William Hilton Parkway from Folly Field Road to Hilton Head Resort with left turn lanes and pedestrian crossings and refuges, to improve traffic circulation, pedestrian safety, and enhance the aesthetics of the roadway. Where feasible, include bio-retention facilities in the stormwater drainage system.





2.2 Consolidate the multi-use pathway and sidewalk along the ocean side of William Hilton Parkway from Folly Field Road to the southern end of the study area, to reduce impervious surface (the concrete sidewalk) and enhance safety by providing separation between the vehicular and pedestrian traffic.




2.3 Construct a pathway on the Broad Creek side of William Hilton Parkway through the Town owned properties, and a pedestrian crossing with refuge across the Parkway, to provide a pedestrian link between Chaplin Community Park and Shelter Cove Community Park. (In Ten Year CIP)


2.4 Create a passive linear park on Town land along Broad Creek which incorporates the pathway in project 2.3 and adds public art and water features, to link properties along William Hilton Parkway (including Chaplin Community Park) with Shelter Cove Community Park to the south, and to serve as a landmark for this distinctive area of the community.


2.5 Construct a boardwalk across the inlet on Broad Creek to connect the proposed Broad Creek linear park (project 2.4) to Shelter Cove Community Park, to enhance pedestrian movement between these parks as well as points to the north and south.



2.6 Redesign the access to Driessen Beach Park by constructing a new road off of Burkes Beach Road and closing vehicular access to the park at the end of Bradley Beach Road, to improve safety along Bradley Beach Road.


2.7 Develop Town owned property at the William Hilton Parkway frontage of the Driessen Beach Park tract as a mini park and construct a pathway to the beach park to provide pedestrian connection to existing pathways and Chaplin Community Park.


2.8 Bury the power lines along William Hilton Parkway to improve the aesthetics of the roadway and protect these facilities during storm events. Consider relocation of power lines and burial of conduit in preparation for future power line burial as alternatives to avoid impacts on project scheduling.

Projects 2.3 through 2.5 propose extending existing pedestrian access to the Southwest through a newly-created linear park along Broad Creek. Additional elements would provide a pedestrian refuge across William Hilton Parkway to Chaplin Park, and a pedestrian bridge across Broad Creek to Shelter Cove Park. Collectively, these projects would greatly enhance pedestrian safety, as well as link the Town's park facilities in this area.

The proposed road in project 2.6 redirects traffic to Driessen Beach Park from Burkes Beach Road, greatly reducing vehicular traffic in a residential area, while still providing access for pedistrians and emergency vehicles.

Project 2.7 proposes the development of a mini park on the land in the Driessen Beach Park Tract that fronts William Hilton Parkway. This improvement will enhance pedestrian access to the beach park, provide connectivity between the Town's parks in this area, and improve the aesthetic of the area.
