In the Works:
Description of Project
- Note, these projects are in the Ten Year CIP and will be constructed
within the ten year timeframe of the redevelopment program. Those that
will be constructed this year are noted, the other projects listed here
will be built as soon as possible. While they are within the Chaplin/Mathews
area, they will probably not have a significant impact on redevelopment
within the area.
- Construction of
pedestrian refuges at Northridge Drive, Burkes Beach Road, Daniel Drive,
Singleton Beach Road, and Hilton Head Resort to improve pedestrian safety
crossing William Hilton Parkway. (To be constructed this year.)
- Construction of
pathways on the west side of Mathews Drive from William Hilton Parkway
to Island Drive, and the north side of Marshland Road from Mathews Drive
to Leg O Mutton Road to provide safe pedestrian facilities in the area.
This project includes the installation of pedestrian crossings at the
intersection of William Hilton Parkway and Folly Field Road to provide
safe pedestrian crossing facilities at this busy intersection, linking
the ocean and creek sides of the redevelopment area, and the addition
of a right turn lane and a second left turn lane in the off-island direction
on William Hilton Parkway at this intersection. (To be constructed this
year.)
- Redesign and expand
the parking lot at Driessen Beach Park with additional parking spaces
to accommodate the new entrance road and to comply with state parking
requirements for beach access. (In Ten Year CIP)
- Construct Collier
Beach Park to provide beach access, a crabbing dock, outdoor classroom,
and a bathroom facility. (In Ten Year CIP)
- Construct a boardwalk
across the marsh to provide pedestrian connection between Chaplin Community
Park and Collier Beach Park. (In Ten Year CIP)

Pedestrian
refuges are spaces within a median where pedestrians can stop in the
middle of a road. They are a safety feature which allows a person
to pay attention to the traffic moving in one direction at a time,
enabling them to cross a busy street easier than if they must wait
for a break in traffic going both directions. They are very important
to provide safe crossing on roads with four or more lanes of traffic. |

The
pathway system in this area will be expanded to connect the existing
pathway on the ocean side of William Hilton Parkway to the pathway
which will be constructed down the length of Marshland Road this year.
Two short segments - one to Island Drive and the other to Victoria
Square - are also included in this project. |

| Driessen
Beach Park is a jewel in this area, and with additional development
and redevelopment nearby and the imminent connection of the
park via pathways to a large area of the island, it can be expected
that the beach park will become more popular among residents
and visitors alike. With that in mind, the parking lot at this
park will be expanded to accommodate additional cars, in conjunction
with Project 2.6 to redesign the access to this park. |
