3.1
Realign and extend Nassau Street toward the east to connect with Pope Avenue at Lagoon Road, to provide improved traffic flow from the neighborhoods southwest of Pope Avenue and reduce traffic on Coligny Circle.


3.2
Realign Pope Avenue from Cordillo Parkway to Coligny Circle and install a landscaped buffer and a pathway on the northeast side of the road in order to improve vehicular and pedestrian access and to improve the aesthetics of the roadway. If feasible, include bio-retention facilities to improve stormwater quality.

Construct a pathway on the south side of Pope Avenue from Cordillo Parkway to Coligny Circle to improve pedestrian access. (In Ten Year CIP)

Bury the power lines along Pope Avenue from Cordillo Parkway to Lagoon Road to improve the aesthetics of the roadway and protect these facilities during storm events.

Redesign the Pope Avenue/Lagoon Road intersection, possibly utilizing a traffic signal, to provide safe pedestrian movement and improved left turn vehicular movement from Pope Avenue to Lagoon Road.

Develop public parking north of Pope Avenue as an integral part of an overall redevelopment plan for the area.

Redesign existing public parking and build a parking structure in conjunction with a park on Town owned property at Coligny Beach Parking. This will increase the number of parking spaces available for the area and will be designed to minimize impervious surfaces thereby reducing stormwater runoff. The new public park will take advantage of existing trees and will include stormwater facilities which enhance the aesthetics of the park by providing water features which are attractive as well as functional. (In Ten Year CIP)

Redesign Coligny Circle, the entrance to Coligny Beach Park, and the two metered parking lots along the edge of the circle to enhance vehicular and pedestrian movement in the area. The entrance to the beach park and the two parking lots will be designed with unique paving, signage, landscaping, and public art to better identify the drop off area and entrance to the beach access.

Redesign Coligny Beach Park to open up the area for pedestrians, relocating the Town office currently at the park and improving the existing bathroom facilities to better serve the public.

Sub-area 3 is a compact area that lends itself to consolidated parking facilities, enhanced pedestrian walkways and great public spaces. Proposed project 3.7 utilizes Town owned property to create a signature park and still provide parking with significantly reduced stormwater runoff. Additionally, to encourage redevelopment it is proposed that private property owners can maintain their existing non-conforming density by buying into an area wide parking program. Land swapping with private owners and the Town could provide mutual benefit by locating key elements such as parking, commercial establishments, and a restored natural environment.

Redesigning Coligny Circle and the entrance to the beach park (3.9) will improve traffic flow and pedestrian safety, and orient visitors to the beach access. Redesigning Coligny Beach Park (3.10) will update inadequate public facilities and open the view to the beach.
