Project Description

Development of an educational facility for the USCB Hospitality Management Program, the Osher Lifelong Learning Institute (OLLI), the Event Management & Hospitality Promotion Program, and other higher education and adult education programs.

In December 2013 Town Council, working with officials from the University of South Carolina Beaufort (USCB), directed staff to engage the Town's consultants to relocate the proposed USCB Hospitality Management and Osher Lifelong Learning Institute (OLLI) facility from the Coligny District to a new site in the Office Park Road area. Six parcels were assembled for the project including property currently owned by the Town of Hilton Head Island, as well as the Kiawah building, Carolina Office Park, and Time-Warner. The Town's traffic consultant, SRS Engineering, completed an assessment of traffic impacts associated with development of the new educational facility including a comparison of what could potentially be developed on the site (under the current Zoning) versus the proposed development of the USCB Hospitality Management and OLLI facility. Recommendations include improvements to the Pope Avenue at Office Park Road/New Orleans Road intersection and enhancements at the Greenwood Drive at Office Park Road intersection.

Based on the USCB program, LMO requirements, site conditions, and in conjunction with the traffic and parking assessments, the consultant team prepared a Preliminary Master Plan for the USCB-Office Park Road facility.

The Preliminary Master Plan includes a 2-story Hospitality Management Academic Building (+/- 40,000 s.f.), an OLLI building (+/- 7,200 s.f.) with a 100-seat tiered classroom, and a Student Café. The plan also includes +/- 300 parking spaces broken into smaller lots and buffered with trees, a leisure trail network with connections to existing multi-purpose pathways, outdoor gathering spaces, and intersection improvements.

The Town and University officials are currently working on drafting a Memorandum of Understanding (MOU) that will outline development provisions and operation of the educational facility. Additionally the Town's onsultants are working with new survey and wetland data to update plans and bring the project cost within budget.

The project budget has been set at $24.5 million and will be jointly funded by the Town, it's TIF partners including Beaufort County, the Beaufort County School District, and the Hilton Head Island PSD, and will include contributions from the University of South Carolina. Depending on various required approvals and construction schedules, the facility could open for classes in 2018.
