Community Development Block Grant (CDBG) Program

The Community Development Block Grant (CDBG) program is a federal grant program administered by the U.S Department of Housing & Urban Development (HUD). It provides annual grants on a formula basis to entitled cities and counties based on population data from the U.S. Census Bureau.

The Town of Hilton Head Island became a CDBG entitlement community in 2015.

  • The annual amount of CDBG entitlement funding fluctuates each year of program participation and is calculated by HUD.
  • Funds are to be used to benefit low-and-moderate income persons, based on HUD guidelines and U.S. Census data.
  • The program supports community development activities that may address such needs as public improvements, public facilities, housing activities, other real property improvements, and public services.

Notice of Public Meeting - Citizen Participation Plan and Community Needs Assessment

Notice is hereby given that the Town of Hilton Head Island prepared a DRAFT 2025 Citizen Participation Plan required by the U.S. Department of Housing and Urban Development (HUD). The plan sets forth policies and procedures for citizen participation in the development of any consolidated plan, subsequent amendment(s) to the consolidated plan, and performance report.

A public meeting to obtain comments on the 2025 Citizen Participation Plan will be held Thursday, May 22, 2025 at 6:00 pm, at the Hilton Head Island Town Hall, Benjamin M. This meeting will provide an opportunity for citizen input on community needs and priorities related to the Community Development Block Grant (CDBG) program as required by the U.S. Department of Housing and Urban Development (HUD).

As mandated by HUD, the Town of Hilton Head Island is also in the development stages of a five-year consolidated plan for the period of 2025-2029.
