The Community Development Block Grant (CDBG) program is a federal grant program administered by the U.S Department of Housing & Urban Development (HUD). It provides annual grants on a formula basis to entitled cities and counties based on population data from the U.S. Census Bureau.
The Town of Hilton Head Island became a CDBG entitlement community in 2015.
Notice is hereby given that the Town of Hilton Head Island prepared a DRAFT 2025 Citizen Participation Plan required by the U.S. Department of Housing and Urban Development (HUD). The plan sets forth policies and procedures for citizen participation in the development of any consolidated plan, subsequent amendment(s) to the consolidated plan, and performance report.
A public meeting to obtain comments on the 2025 Citizen Participation Plan will be held Thursday, May 22, 2025 at 6:00 pm, at the Hilton Head Island Town Hall, Benjamin M. Racusin Council Chambers, 1 Town Center Court, Hilton Head Island, South Carolina. This meeting will provide an opportunity for citizen input on community needs and priorities related to the Community Development Block Grant (CDBG) program as required by the U.S. Department of Housing and Urban Development (HUD).
As mandated by HUD, the Town of Hilton Head Island is also in the development stages of a five-year consolidated plan for the period of 2025-2029. This plan will outline goals and priorities for utilizing CDBG funds over the next five years to address community needs, particularly those benefiting low-and-moderate-income residents. This process will include a Housing and Community Development Needs Assessment.
At this public meeting, the Town of Hilton Head Island will provide the proposed activities and estimated funding allocations intended to meet identified community needs, particularly those benefiting low -to-moderate-income residents. The discussions will adhere to the guidelines set forth in the Town's Citizen Participation Plan, which ensures public involvement in the planning and implementation of the CDBG-funded projects.
Draft copies of the Citizen Participation Plan will be available for review at the public meeting, during regular business hours (8:00am - 4:30pm, Monday - Friday) at Hilton Head Island Town Hall, or can be accessed online at www.hiltonheadislandsc.gov.
